Health Strategist II – Central Oregon Overdose Response Coordinator

– $23.58 HourlySummary The primary duties of this position are to coordinate prevention and health promotion activities for Central Oregon (Crook, Deschutes, and Jefferson counties).

The position will work closely with the Crook County Public Health Deputy Director and Central Oregon Overdose Crisis Response (OCR) Taskforce to develop and implement programs for Central Oregon that are: * data-driven,* developmentally appropriate,* culturally informed,* equitable,* trauma-informed,* and as comprehensive and sustainable as possible.

As a member of the Crook County Prevention & Health Promotion team, this position will work collaboratively on a variety of public health initiatives in support of the Central Oregon OCR Taskforce goals to 1) Develop an active & centralized overdose surveillance and reporting system 2) Conduct a coordinated response to opioid outbreaks in Central Oregon, and 3) Minimize opioid overdose mortality and morbidity.

The position will carry out prevention and health promotion activities for Central Oregon to include program planning, community mobilization, strategic communication, implementation of programs, data gathering and surveillance, interpretation, and evaluation.

Program Coordination: * Develop and sustain stakeholder engagement in activities outlined in the Central Oregon Overdose Crisis Response Plan and any additional work plans.* Coordinate reporting and program logistics as required by funding sources.* Communicate any program changes or requirements to partners.* Develop and implement data collection and assessment tools, and analyze data related to specific public health issues as needed.* Research and review current or emerging policy, environmental, and systems change strategies that support public health initiatives.* Identify and pursue resources that support sustainability of programs and practices.* Strategically coordinate program logistics and requirements with Prevention & Health Promotion team and other stakeholder and Health Department programs as necessary.* Serve as team representative on Department-wide and/or Regional planning committees, as needed.

Outreach and Community Mobilization: * Consult with community advisors, local leaders, partners, and stakeholders to develop the strategic direction and priorities for the Central Oregon Overdose Crisis Response Taskforce; Crook, Deschutes, and Jefferson County health departments; and the CCHD Prevention & Health Promotion team.* Engage and mobilize community leaders to become local champions for public health initiatives and to advocate for public policy.* Educate community leaders, including elected officials, about effective strategies for reducing the burden of substance use and overdose through policy, systems, and environmental change.* Communicate with local media to support community organizing to advance public policy initiatives.* Conduct civic and other group presentations.

Public Health Preparedness: 1.

Complete Public Health Preparedness Training: IS 100, 200, 700, and 800.

Participate in Public Health Preparedness exercises and events.

Programs assigned to this position are subject to change and updates will be reflected in this document.

Responsibilities beginning October 2020 include: Oregon Health Authority (OHA) Program Element (PE) 62 – Overdose Prevention.* Timely submission of reporting requirements for each assigned program, including recorded outcomes in VMSG database.* Engagement in Regional Health Improvement Plan efforts.* Documentation of sustainability efforts, including but not limited to grant submissions, partnership development and maintenance, et cetera.

Supervisory Responsibility This position has no supervisory responsibilities.

Work Environment This role will include a combination of sedentary desk work, standing presentations, and active group facilitation; some filing, lifting and carrying may be required.

This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, fax machines and presentation equipment – including microphones, audio and video recorders, and projectors.

Presentations and events will be off-site at times and may require working in a variety of indoor and outdoor settings.

Physical Demands The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

While performing the duties of this job, the employee is regularly required to talk or hear.

The employee is frequently required to sit; stand; walk; lift; use hands to finger, handle or feel; and reach with hands and arms.

Ability to lift up to 20 pounds, twist, and bend.

Position Type and Expected Hours of Work This is a grant-funded full-time position.

PE 62 funds are determined and distributed annually for fiscal years that operate October 1st to September 30th.

Days and hours of work are Monday through Friday, 8:00 a.m.

to 5:00 p.m.

Some weekends and evenings will be required for travel, events, and/or training.

Travel Local and regional travel for presentations, events, and training can be expected.

State or national travel may be an option for training and/or presentation purposes.

Required Education and Experience * Bachelor Degree in Public Health or related field* One year experience in public health, health care, or social services Preferred Education and Experience * Bachelor’s Degree in Public Health and one year experience* Master’s Degree in Public Health or related field* Experience working with coalitions, community mobilization, and/or emergency response* Certified Prevention Specialist (CPS)* Bilingual Additional Eligibility Requirements * Must hold a valid Oregon driver’s license* Able to complete a thorough employment and/or criminal history check.* Final candidates will be required to provide official proof of college degree and certified transcripts (not required for all positions).
