Director of Estimating

POSITION SUMMARY: 

This position manages the estimating process to secure ship repair work at maximum volume levels and profitable margins.

He/she ensures that awarded bids are thoroughly and effectively passed off to Project Managers.

The individual ensures that proper records and filing systems are maintained for all bid submittals, technical proposals, and estimates.

The incumbent maintains high relations profile with both new and existing customers.

ESSENTIAL FUNCTIONS AND MAJOR RESPONSIBILITIES :

1.Ensure production of timely, accurate and complete estimates and bid submittals that are market competitive and achieve desired levels of profitability.

2.Ensure identification and review of all available ship repair opportunities.

3.Develop and maintain estimating process and standards.

4.Establish and oversee estimating process in all Company divisions and business units.

5.Leads the Estimating Department and mentors estimators and any other managers/employees tasked with compiling estimates.

6.Hold estimators accountable for the quality and quantity of work performed.

7.Compile and maintain estimating and technical proposal information database.

8.Oversee and assist with the preparation of bids and technical proposals.

9.Ensure proper records and filing systems are maintained for all estimates and contracts.  10.Oversee review, analysis, and selection of major subcontractors and supplier quotes.

11.Oversee bid review process and compliance with bid solicitation requirements.

12.Ensure final bid submittal conforms to sales strategy and production capabilities.

13.Negotiates contract terms and conditions with customers prior to award.

14.Reviews contracts to ensure conformity to company requirements.

15.Requests or approves amendments for extensions of bids.

16.Acts as liaison between company and customers, while maintaining a high level of customer relations with potential and existing customers.

17.Ensures that Lessons Learned and historical production returns are reflected in bids.

18.Ensures proper turnover effort to Project Management after contract award.

19.Identify potential sales markets and track existing sales markets.

20.Ensure compliance with Government requirements
JOB SCOPE: Operates within general parameters but must use sound judgment and decision-making while exercising daily job responsibilities.

Has authority to modify and/or implement new procedures within the Estimating Department.

Recommends which projects to pursue, and has full authority to assign the required estimating resources.

The individual provides critical input regarding the setting of rates and margins on bid estimates.

He/she reports directly to Vice President of Ship Repair while maintaining a strong reporting alignment with regard to estimating support to the Project Managers. 

SUPERVISORY RESPONSIBILITY:

The Director of Estimating supervises and provides technical and industry expertise to estimators.

He/she critiques quality and quantity of work performed according to job standards and specifications.

The role supervises a team of up to twelve (12) employees, which includes Sr.

Estimators, Estimators, Procurement Specialists and Contracts Coordinator.

INTERPERSONAL CONTACTS:  

The position serves as an internal advisor and consultant with peers and senior executives with regard to his/her functional areas of expertise.

He/she interacts with leaders of other business units as required to assist in estimating activity.

The ability to establish and maintain positive business relationships with internal and external contacts is a key component of this position.

The ability to influence, negotiate, direct and accommodate competing business and/or leadership interests is required.

KNOWLEDGE SKILLS AND ABILITIES:
Ability to understand technical documents, technical manuals, and drawings.

Ability to research and interpret contract documents and regulatory publications.

Ability to write reports, business correspondence, and procedure manuals.

Ability to effectively present technical presentations to a diverse audience.

Ability to answer questions regarding issues outside the estimating department Strong influential skills to direct employees not in line of authority.

Strong customer service skills with vessel owners and industry executives.

Excellent mediation and conflict resolution skills.

Ability to succeed in a diverse team environment.

Ability to define problems, collect data, establish facts, and draw valid conclusions.

Possess working knowledge of all of the Shipyard production processes.

Full understanding of production planning and work sequencing processes.

Ability to identify new processes and procedures required by industry change.

Ability to identify work priorities in a constant changing environment.

Strong understanding of various factors that yield a successful bid.

Strong computer skills extremely useful with emphasis on MS Project/P3, CAD, spreadsheet, and word processing applications.  Understanding of Government compliance requirements
EDUCATION AND/OR EXPERIENCE:

A BS Degree in Naval Architecture, Marine Engineering or the equivalent in related work experience is required. 

Minimum twelve (12) years of experience in Shipyard Production, Shipyard Project Management or a related field.

He/she must also have 5-7 years of demonstrated experience as a manager or project team leader.

CERTIFICATES, LICENSES AND REGISTRATIONS: None required.

PHYSICAL DEMANDS: The physical demands for this position are limited.

Operating of a motor vehicle and a valid driver’s license required.

Travel required within North America, with possible overseas travel required as well.

The role requires working extended hours, including weekends, holidays and evenings to perform assigned duties.

WORK ENVIRONMENT: The work environment for this job is primarily office-oriented, although some job responsibilities require out-of-town travel.

Occasional requirement to tour ship repair yard and perform inspections aboard ships.

While in production areas, exposed to all types of weather conditions, noise, dusts and odors.
