Performs a variety of professional tasks, including promotion of health behaviors, education related to general health conditions and mental health conditions.

Determines a plan to meet needs, implements or helps to implement that plan and then evaluates results while utilizing a systematic holistic approach.

Works closely with other mental health professionals in establishing and providing appropriate mental health care.Essential Functions/Major Responsibilitiesa)By means of home or office visits, provides professional behavioral health nursing services.

Works under the direction of mental health treatment plan, and standing orders and verbal orders signed by the Licensed Medical Provider.b)Performs nursing assessments.

Reviews medical histories and evaluates treatment.

Plans and administers treatment, medications and refers problems to health care providers as appropriate.c)Promotes physical and emotional health, addresses health concerns of patients, educates clients on various health care issues and provides information on health choices.d)Maintains records and files according to all applicable County policies and procedures and makes reports as required.e)Participates in activities that will enhance professional knowledge and skill: assumes individual responsibility for pursuing independent continuing educational activities.f)Maintains client caseload.

Provides individual or group counseling and guidance.g)Manages client assistance medication service.h)Performs emergency general mental health assessment, referral and counseling duties, including crisis intervention, as required.

May provide direct observation of clients taking medication or observe clients filling pill minders.i)Provides general and referral information to public and private agencies, service groups and families of clients.j)Provides culturally competent services to all clients.k)Performs all duties as directed under Lincoln County Health and Human Services policies and procedures with specific emphasis on medication policies.l)Maintain client contact to comply with Division productivity standards.Typical QualificationsEDUCATION/EXPERIENCE/LICENSES/CERTIFICATES REQUIRED:Bachelor of Science degree in Nursing from an accredited school of nursing with major coursework in mental health and less than 1 year experience; or, an Associate’s degree in Nursing from an accredited school of nursing with at least 2 years of nursing experience working in a mental health setting is acceptable.

Bachelor of Science degree in Nursing from an accredited school of nursing with at least 1 year of nursing experience working in a mental health setting is preferred.

Must possess a current unencumbered license to practice in the State of Oregon as a Registered Nurse in accordance with applicable ORS at the time of appointment.

Possession of a valid insurable State of Oregon driver’s license at the time of appointment.

NOTE: Employee is responsible to maintain current and active licensure and to provide verification at time of renewal.SPECIFIC JOB SKILLS:Knowledge of the principles of nursing.

Proficiency in the principles and practices of social casework or clinical delivery systems, medical/psychological diagnostic assessment, basic psychotherapy and counseling techniques are required.

Ability to conduct thorough interviews, assessment and evaluations and to properly interpret the information and the formulation of a nursing care plan and or mental health treatment plan, write clearly and effectively utilize interpersonal communication skills, develop and maintain working relationships with staff and the general public.

Ability to deal with sensitive issues, provide counseling and to assist clients in motivating for changes that will result in risk reduction.

Knowledge of the functions and procedures of other social service agencies.

Knowledge of the laws governing the services provided by the program.

Ability to maintain the confidentiality of privileged information in accordance with state, federal and HIPAA laws.JOB SCOPE:Encounters a wide diversity of work situations, which involve a high level of complexity.

Job involves a high degree of complexity due to the nature of behavioral health problems and treatment needs.

Performs duties under clinical and administrative supervision.

Decisions made within prescribed operating guidelines.Job Conditions and Physical DemandsJOB CONDITIONS:Normal working hours, however, additional hours may be required in order to provide triage/crisis services.

Position involves exposure to people with a wide variety of behavioral health problems and may involve exposure to potentially dangerous situations.

Exposure to hazardous conditions due to giving injections and handling of syringes.PHYSICAL DEMANDS:The physical demands are typical of those that must be met by an employee to successfully perform the essential functions of this job.
