Smartronix is seeking a Contracts Manager to oversee a team of individuals administering largescale, multi-year contracts involving cyber security, high-end IT services, hosting/cloud service offerings.
The successful candidate will serve as the subject matter expert in contract operations.
The Contracts Manager will be responsible for executing the following tasks:
Leading a team of contract administrators and directing contract management activities relating to the execution, management and support of Smartronix’s federal contracts.
Developing strategies, programs and processes that support the federal contract management team to ensure adherence to the terms and conditions of the contract vehicles.
Overseeing full-cycle contract administration responsibilities, which as a minimum includes oversight of detailed financial/funding requirements of multi
– CLIN contracts, RFP/RFQ analysis, subsequent proposal preparation review/support, negotiations, post-award contract set-up and administration close collaboration with subcontracts/procurement/finance/ program management.
Providing support for contract closeouts all in accordance with company policies, legal requirements, and customer/contract specifications.
Working closely and developing good working relationships with Contracting Officers externally and all internal stakeholders by establishing routine, professional communications both verbally and in writing.
The successful candidate will be required to have collaborative and daily interaction with these individuals including program staff, legal, and contracts/subcontracts/procurement/finance and billing team members in order to promote a collaborative working environment.
Overseeing the collaboration with proposal teams on proposal efforts for new competitive and sole source procurements for follow-on work or other pursuits as assigned.
May also be responsible for detailed review and collaboration on smaller non-competitive responses, to include ROM estimates and RFI responses, including final electronic submission and correspondence with the government’s designated acquisitions workforce as applicable.
Required Skills And Experience
Clearance Required: None Years Of Experience: 15+ years Level of Education: 4 Year Degree Proficiency in Deltek and Costpoint Will be expected to be mature, professional, and have the ability to think independently to resolve problems using proactive concepts, techniques, standards, and apply a general business acumen as it applies to contract management.
BA/BS plus 20 years relevant experience.
Additional years relevant experience may be substituted for educational requirement.
Advanced Degree and/or Contract Management related class work or certifications a plus.
Ability to directly and professionally interact and negotiate with government acquisitions personnel and teaming partner personnel.
Demonstrated ability to identify issues and problems on assigned contracts and make independent recommendations to direct supervisor(s), program staff, and business unit management.
Knowledge and proficiency in federal contracting and federal procurement regulations Ability to work with Senior Executives and Project Team members to define scope, strategy, requirements, risks, resources and implementation of individual projects and or projects as part of the broader program.
Desired Preferred Additional Qualifications include current experience working with the full range of Contract types (e.g.
Cost-Type, T&M, Fixed Price) to include performance based contracting, and GWAC and GSA Schedule Contracting will be considered a plus.
Strong preference to military, civilian and commercial acquisition experience; must have experience administering contracts.
Must have excellent analytical skills, effective written and oral communication skills, effective negotiation skills and strong interpersonal skills.
Must understand the broader impact of proposed or awarded work and contract terms on the company, be able to identify and resolve contract issues with guidance as necessary and advise program staff and management of contractual rights and obligations.
Must have a strong working knowledge of contract administration principles and possess working knowledge of U.
S.
Government procurement regulations (FAR/DFAR/Agency Regs, as applicable).
